While the Government has claimed that the new Law and Regulations are intended to “simplify” the position and create certainty for the public, in fact they do the opposite. While everyone may by now have heard of the ‘Rule of Six’, what exactly this means in reality and practice is another matter altogether, especially in situations where an exemption might apply.
